I. Making new breakthroughs in deepening the healthcare system reform

First, notable results in public hospital reform. Directors and deputy directors of public hospitals were appointed on the basis of their signing and compliance of the letter of responsibility for annual appraisal. The comprehensive objective management was implemented, and the modern hospital management system was gradually established and improved. The personnel register standard of municipal public hospitals and institutions was re-approved, with an increase of 1,728 controlled staffs. The open recruitment and full contract employment systems were implemented, and the personnel system reform led the whole region. We enabled Beijing-Inner Mongolia Cooperative Medical Center for Digestive Diseases in Ordos, and established the pathological diagnosis center in a PPP model. The regional advantages of medical services became more prominent. We fully implemented the zero-makeup sale of drugs, took the lead in implementing the reform of medical service price, continuously optimized the income structure of the hospital, and provided good pilot experience for the whole region. The increase in medical expenses fell from 27.29% in 2012 to 9.32%. Second, effective promotion of hierarchical diagnosis and treatment. Efforts were made to promote the full coverage of standard health rooms in gaqas and the employment of village doctors with their certificates, optimize the equipment configuration and upgrade the basic service network all round. We deepened the banner-town-village integrated management, implemented the “contract service”, promoted the mutual recognition of inspection and test results as well as the doctor multi-sited licensed practice, started the telemedicine, appointment for diagnosis and treatment and other services, so as to promote high-quality medical resources to go down to the basic level and guide the public to seek medical advice in a reasonable way. In 2016, the primary diagnosis and treatment accounted for 47% of the total diagnosis and treatment in Ordos, and the visiting rate reached 88.36% within the county. Preliminary results were achieved in hierarchical diagnosis and treatment. Third, orderly facilitation of the basic medical insurance reform. The basic medical insurance systems for urban and rural residents were integrated, to promote the “six unifications” of coverage, financing policies, security treatment, medical insurance catalogue, fixed-point management and fund management. The poverty alleviation through health care project was carried out, and the “two increases and two decreases” policy of new rural cooperative medical system (NCMS) was implemented for archiving people living in poverty (The reimbursement ratio of basic medical insurance for inpatients increased by 10 percentage points; the reimbursement ratio of commercial insurance for major diseases increased by 10 percentage points; no deductible limit was set up for treatment of chronic diseases inside the city, the deductible limit for treatment outside the city decreased by 50%; and the deductible limit for commercial insurance for major diseases decreased by 50%), benefiting 5,866 people and building the triple security system of “NCMS + commercial insurance for major diseases + social assistance”. Fourth, continuous improvements in drug supply guarantee system. The basic drug system fully covered the whole nation and medical institutions at all levels used essential drugs according to requirements in proportion. We established the bidding, procurement and settlement supervision platform for pharmaceutical supplies and signed a pharmaceutical supplies procurement agreement with the “Sanming Alliance”, to actively promote the cross-region joint bidding and procurement. Fifth, steady improvement in quality of medical services. The “action plan to improve medical services” was carried out, special rectification activities of clinical application of antibacterial drugs were organized and carried out, and the prescription comment and negative list management was implemented, to promote the clinical path management, thus further improving the standardization level of medical services. Meanwhile, medical securities for major conferences and activities as well as health care tasks for cadres were successfully completed.

II. Further strengthening public health services

First, solid implementation of disease prevention and control work. We continued to keep the status of zero Class A infectious diseases and low incidence of notifiable diseases. The immunization rate of school-age children was over 95%, and the archiving rate of residents’ electronic health records reached 82.1%, so that chronic diseases of the public were effectively controlled, and the ability of comprehensive prevention and control of diseases was steadily improved. Second, we further strengthened the management of maternal and child health care services. Maternal and child health care and family planning services institutions at all levels were integrated, to carry out the usage promotion pilot of maternal and child health care handbook. Uxin Banner was built as an advanced unit in a new round of national quality family planning services. The systematic management of pregnant and lying-in women and children aged 0-6 was strengthened. All banners established treatment centers for severe pregnant and lying-in women and newborns, so that the maternal mortality rate was 15.95/100,000 and the infant mortality rate was 5.67%. The requirements of the two national outlines were well implemented. The second round of free “two cancers” screening project was carried out, with 42,448 people checked. Third, continuous improvement in health emergency management level. We carried out the work of creating health emergency comprehensive demonstration banners/counties in a solid manner, purchased the health emergency command system for Ordos’s by tendering, organized and carried out over ten sessions of trainings and drills, so as to actively respond to public health emergencies. Fourth, continuously enhanced ability to conduct supervision by law. Efforts were made to strengthen the legal review of normative documents and major administrative decisions, as well as the administrative approval regulation in the course and afterwards. The comprehensive supervision of double random and one spot check as well as the whole-process law enforcement record was started, to comprehensively strengthen the work of comprehensive health supervision, strengthen the monitoring of drinking water quality and food safety risk, and effectively safeguard people’s health. Fifth, the patriotic health and health promotion work stepping into a stage. Eight banners were built as the national health county, ranking top among prefecture-level cities in China. Efforts were made to actively build healthy cities, and 50 health units were established and 26 health demonstration units were developed. The “Health Ordos Lecture Hall” series of activities were vigorously carried out, the “grass-roots wall”, “health square” and other positions were opened up in an innovative manner, and the health science and health education were carried out in depth.

III. Continuously deepening the family planning services management reform

First, conscientious implementation of the “universal two-child” policy. We made full deployment for investigation of fertility desire and fertility circumstance, established the birth statistics system for new permitted fertility population, started the online handling of fertility services, and implemented the “universal two-child” policy in a smooth and orderly manner. The total population of the city was 2,083,600, including 20,880 born this year, with a birth rate of 10.10‰, in line with the policy fertility rate of 96.56%, and the gender ratio of new-born infant was 106.04. Second, in-depth implementation of “happy family” creation activity. We promoted construction pilot of family health service system, carried out more than 20 sessions of the “healthy family tour” series of activities, started two municipal scientific parenting pilots, one adolescent health and development pilot and nine new family planning project pilots, and selected one family to be rated as the national “happy family”. We strengthened efforts to assist families with special difficulties, payed cash for one-time support fund of RMB 9.03 million for families under special assistance, and granted living allowance to resigned village-level cadres for family planning working more than ten years. Ordos actively explored the new model featuring a combination of medical treatment and endowment, built 15 pilots of combination of medical treatment and endowment, deployed 300 beds for the elderly, and established the “North-South Health Preservation and Senior Care Industry Alliance” jointly with Hainan Province, thus it was identified as one of the first batch of pilot cities for a combination of medical treatment and endowment in China. Third, promoting equalization of basic public health services and family planning services for flowing population. Ordos constructed and improved 20 equal service pilots, and gave priority to the implementation of basic public health services project for migrant population. We took care of migrant population and carried out free medical examination for 14,306 people. The dynamic monitoring of flowing population nationwide was successfully achieved.

IV. Taking a solid step in the development of Inner Mongolian and traditional Chinese medicine course

Relevant policies on Inner Mongolian medicine and TCM development were implemented, to accelerate the development of the Inner Mongolian medicine and TCM cause. The construction of Inner Mongolian medicine and TCM service system was strengthened, and six Inner Mongolian and TCM hospitals construction projects were listed as tribute projects for the 70th anniversary of the autonomous region. We built 37 Inner Mongolian medical centers and traditional Chinese medical centers, and promoted 45 appropriate technologies to the basic level. As a result, the service capabilities of the Inner Mongolian medicine and Chinese medicine were constantly improved. We carried out winter Nadam health preservation tourism activities. We promoted the construction of special key specialty of Inner Mongolian and TCM, established one national key specialty, ten key specialties at the autonomous region level, 26 municipal key specialties, and finished the assessment identification of the fourth batch of inherited personnel and specialized personnel.

V. More prominent supporting role of talents, informatization and publicity

First, strengthening talent introduction and training. We achieved the cultivation of 21 order oriented medical students, job-transfer training of 30 general practitioners, further education of 27 backbone doctors and planed training of 70 resident doctors. We introduced 52 high-level personnel, 20 talents in short supply, brought in 15 well-known experts in a flexible manner for long-term cooperation, recruited 19 personnel for public health institutions, and completed all professional and technical qualification and title examinations, thus the talent team building was constantly strengthened. One expert was awarded the “grassland elite” of the autonomous regions, and the city won the first and third prizes (one for each) of the national scientific and technological innovation award for the young and middle-aged, and municipal scientific and technological progress award. Second, accelerating construction of population health informatization. The “Internet plus population health” was implemented, and the national health information interconnection standardization maturity assessment reached the Class 4-B. We built a regional health information platform and 12 business application systems, promoted the application of residents’ health card, integrated personal information in the basic HIS system with basic public health services and family physician contract services, so as to achieve interconnection and resource sharing of medical information. We strengthened the information data audit and further improved the quality of data in the whole population information management system. Third, creating a new pattern of “massive publicity and education”. We established a new media center for health Ordos, set up the news spokesman system, and carried out the propaganda work in all aspects and angles. We proposed one grass-root cadre to be elected as the national “The Most Beautiful Grass-root Workers—Top Ten Family Planning Workers”, the Angel’s Smile was broadcast on CCTV8 and IMTV Culture, Sports, and Entertainment Channel, 44 works won awards in national health and family planning system photography contest, and some of our work was interviewed by reporters of Xinhua News Agency, CCTV, Hong Kong Health TV. Ordos was rated as an advanced unit of family culture propaganda report by the National Health and Family Planning Commission of the People’s Republic of China, and the official account “Health Ordos” became “Most Influential Official Account for Government Affairs in Ordos in 2016”.
