Since the “12th Five-Year Plan” period, Ordos’s culture, press, publication, broadcasting & television undertakings and industries rapidly developed under the correct leadership, great attention and supports of the municipal party committee and municipal government, and they are continuously improving the contributions to the overall economic and social development of the city, and having an influence in the region and satisfaction in the public. Ordos was the first to build the first batch of demonstration areas for national public cultural service system in the autonomous region (in November 2013); it was listed as one of the first batch of national public cultural service standardization pilot areas (in September 2014) and cultural consumption pilot cities (in June 2016) successively, as the only selected city of the autonomous region for both evaluations; and six out of nine banners became the national culturally advanced banners, and ranked among the best in terms of overall development in the autonomous region.
The “Ten Ones” cultural project made great achievements. We vigorously promoted the construction of cultural work projects. Since we started the full implementation of the “Ten Ones” cultural project in 2016, we have obtained fruitful construction results and effectively played a leading role. At present, we printed and published 36 Golden Laureate Library series; launched a national fable theatre Kubuqi and an original dancing poem Plateau Woman and other outstanding stage art works; filmed the A Documentary of Going West, Bronze Empire on Horseback and other feature documentaries. Bronze Empire on Horseback was broadcast on CCTV9 from May 29 through 31 this year, showing brilliant bronze civilization on grassland in Ordos. And we produced and distributed the folk song collection Ordos Style and other albums; filmed movies Mongolia-Chinese Tune and Mother’s Portrait. Mongolia-Chinese Tune won many international and domestic awards, and Mother’s Portrait will be screened at the 26th Golden Rooster and Hundred Flowers Film Festival this year. We elaborately created a series of branded cultural activities, such as the grassland international dance carnival, Ordos poetry Nadam fair and rural cultural festival (Nadam), which had a certain influence in the whole region and even the whole country. We hosted two Ordos micro film festivals, launched a large number of outstanding micro films; created three demonstration areas and 155 demonstration units for the first batch of public cultural service standardization; prepared the “13th Five-Year” Development Plan of Ordos for Cultural Industry, and started the construction of the big data platform for culture information resources of Ordos. The project-oriented and quality construction of our cultural work achieved remarkable results.
Artistic creation and performance have developed prosperously. By firmly orienting creation towards the people, a number of excellent literary works that highlight regional characteristics and reflect spirits of times have been presented. We successfully accomplished the performance tasks for major festivals and conferences such as The 10th National Traditional Games of Ethnic Minorities, the 3rd Ordos International Nadam Fair and the 1st Ordos International Creative Culture Conference, representing a good image of Ordos. Over the past two years, we have created more than 30 new drama programs (including parties), as well as 300 pieces of new music, dances, folk art and other works, and received more than 57 awards above the level of autonomous region and 13 awards at international level. Totally 5 pieces of works including Kubuqi have been included in the funding project list of National Art Fund. Totally 6 songs including Auspicious Hada of Malan Flower have won “Sarina Award” for art works of Inner Mongolia Autonomous Region and a batch of brands for resident performance such as dance drama Senjidema have been launched.
Culture and people's livelihood have seen significant progress. We have vigorously promoted the standardization and equalization construction of public cultural services, constantly consolidated the construction results of the follow-up planning for the demonstration zone of public cultural service system, formulated Ordos’s Opinions on Accelerating the Construction of Modern Public Cultural Service System and the Implementation Standards for Basic Public Cultural Service of Ordos, forming a relatively well structured framework for standardization of public cultural services. The public cultural service level of Ordos has continued to improve. Currently, the total area of Ordos's public cultural facilities reaches 1.59 million m2 with 0.78 m2 per capita, and the setting, coverage and benefit rate of public cultural facilities reaches 100%, the library and community art center of Ordos are rated as prefectural first-level library and museum according to ministerial standard and the Ordos Museum is ranked as a national first-level museum. More than 500 m2 of Integrated Cultural Centers were constructed in all the 74 sumus and sub-district offices of Ordos. More than 100 m2 of Integrated Cultural Service Centers were set up in all the 907 administrative gaqas and communities. The comprehensive coverage rate of Ordos's radio and television reached 99.1%, the number of cable TV subscribers was 340,000, Ordos's households subscribers of direct broadcast satellite reached 87,000, and terrestrial digital television subscribers was 182,000, initially shaping “10-minute cultural circle for cities and towns”, “2-km cultural circle for rural areas” and "10-km cultural circle for pastoral areas”.
The protection for cultural heritage has been fully strengthened. Currently, totally 14 sites have been included in the national key cultural relic protected units, 70 sites have been included in autonomous-region-level key cultural relics protection units; 6 cultural heritages have been included in national intangible cultural heritages list, 4 people have been honored as inheritors of national intangible cultural heritages; 75 cultural heritages have been included in autonomous-region-level intangible cultural heritage list, 77 people have been honored as inheritors of autonomous-region-level intangible cultural heritages and 135 cultural heritages have been included in city-level intangible cultural heritage list, 233 people have been honored as inheritors of city-level intangible cultural heritages. Salawusu Site was included in the list for national archaeological site park with project approval, and Ulan Mulun Archaeological Site Park was included in the autonomous-region-level archaeological site parks. In addition, in 2010, Ordos was included in the list of autonomous-region-level cultural and ecological protection areas as a whole. Recently, the Municipal People's Government promulgated the Construction Plan for Cultural and Ecological Preservation Area of Ordos (2016 - 2020) and it is actively applying for the experimental zone of national cultural and ecological protection.
Cultural exchanges with foreign countries have become increasingly active. We actively integrated ourselves into the Belt and Road initiative, and the Performance Service Center of Ordos successfully joined “Silk Road International Theater Union”, becoming the only selected unit in the autonomous region. The “go global” pace of ethnic culture was accelerated and Ordos signed a Strategic Cooperation Agreement for Foreign Cultural Exchange with China Performance Arts Agency. We participated in major exchange activities such as “Happy Spring Festival”, Sino–Mongolia “Chinese Culture Festival” in groups, visited the United States, Russia, Mongolia, Thailand, Poland, Hungary, etc. successively for art exchange. The national tour of dance drama Senjidema has been put on the stage in Shanghai, Jinan and Nanning, etc., receiving favorable comments. We held the “Shenzhen-Ordos Ethnic Culture Exchange Week”, “China Tour of Ordos Culture– 2017 Shanghai Week”, the Ordos Station of “2nd Shenzhen International Photography Tour Exhibition” and other major cultural exchange activities successfully, so that the ethnic cultural influence of Ordos has been expanded.
Cultural industry has developed prosperously. In recent years, Ordos municipal Party committee and municipal government has promulgated policy documents such as Opinions on Promoting Development of Culture and Tourism Industry, Supporting and Incentive Policies to Promote Development of Culture and Tourism Industry and Administrative Measures to Encourage Residence of Cultural and Creative Institutions and Cultural and Creative Talents, set up special funds for development of culture and tourism, and focused on supporting and cultivating marketing, publicity, talent, innovation and creativity, project construction, etc. of cultural tourism. From 2010 onwards, we have invested nearly RMB 400 million of special funds to support more than 300 enterprises and projects and mobilized more than 30 billion of private capital to invest in culture and tourism industry. A number of specialty industrial projects such as Whistling Dune Recreational Resort, Wanjiahui Joy Land, Mongolia Yuanliu Cinema City, “Kaiyinba” cloud printing, etc. have been put into operation, forming a batch of cultural industry cluster areas and advantageous projects led by culture and tourism industry, animation and television industry and creative industry.
The supervision capability over industries has been improved effectively. We carried out special actions including “centralized remediation of cultural market” and “combating pornography and illegal publications” in a deep-going way, investigated and dealt with five major cases supervised and handled by National Work Group for “Combating Pornography and Illegal Publications” and Ministry of Public Security, among which one case was included in “Top Ten Cases in Cultural Market of China 2014-2015” by the Ministry of Culture.
