Heilai Ditch is located at Dalat Banner, close to the Kubuqi Desert. Agriculture and animal husbandry are the main local industries, and desert erosion is the biggest "enemy" of local development.

From 1949 to 1980, the desert moved 1.5 km to the pasture and farmland in the north, devastating the farmers and herdsmen and yielded a direct impact on local agriculture and animal farming productions. Many farmers and herdsmen were forced to move out of the place they had lived in for generations.

To effectively control desertification and protect the local farmers and herdsmen's production and life from the adverse impact, since 1980s, the Dalat Banner has planted over 300,000 trees across the Kubuqi Desert, and sowed seeds of Astragalus adsurgens and Yangchai, building up a preliminary green barrier warding off wind and sand, which is called "perimeter-sealing forest".

At present, the Dalat Banner has planted 1.5 million mu of sand fixing bushwood in the southern edge of the Kubu Desert and a tree-shrubbery hybrid perimeter-sealing forest of 100 km in length and an average 3 km in width in the northern edge of Kubu Desert. 180 km of windbreaks were also planted along the 10 tributaries and six roads in the Kubuqi Desert.
