根据埃贸工部43号部长令，对埃出口特定产品的企业需要在进出口控制总局注册，并且在货物清关时需要提供埃方认可的质检机构的装运前检验证书。日前，进出口控制总局在官网上公布了9家官方认可的质量检验机构名单。
事件背景
8月1日，驻埃及使馆经商参处公使衔参赞韩兵会见进出口控制总局（GOEIC）局长阿莱·阿卜杜·卡里姆（Alaa Abdel Karim）,就中国贸易企业近期反映较多的对埃出口注册制、出口产品装船前检验等问题进行了交流。
韩指出，根据埃贸工部43号部长令，对埃出口特定产品的贸易公司必须在进出口控制总局进行注册，我们尊重埃方的规则，要求中国企业积极进行注册，然而中国企业注册过程极为缓慢，企业在按要求递交了相关材料后，迟迟等不到注册批文，迄今我们尚无哪些中国企业成功注册的信息，这政策对双边贸易已造成严重影响。卡称，目前已有部分中国公司完成了注册手续，完成注册后，埃贸工部将向埃企业颁发注册成功通知函，但不会公布企业名单上述名单，这将有助于其他中国企业在注册中进行参考，也有利于埃进口商寻找合格的中国贸易伙伴。卡允尽快向中方提供相关名单。
关于装运前检验的新规定，卡明确表示，对特定产品除需要公司注册外，还需要埃方认证的商品检验机构的装运前检验证书，之前中国官方的CIQ证书不适用，目前埃方认证的中国检验机构仅有中国检验认证集团(CCIC)一家，另外，数家国际检验机构如瑞士通标标准技术服务公司（SGS）等也获埃方认可。检验机构必须对每批货物均进行检验并出具证书，如埃方在进口抽检中发现不符合标准的货物，将对相关检验机构提出一次警告，再犯则暂停检验资格一年。韩提出，希望埃方提供认证的检验机构名单，以供中国企业选择。卡允尽快提供。
韩在会谈中指出，埃采取的注册制、装运前检验等措施使对埃出口的流程大大复杂化，输埃产品的成本大幅增加，少数成功注册的公司将获得市场优势地位，出现垄断式价格，破坏市场平衡。受此影响，近期埃进口已出现明显下降，未来还可能出现市场产品短缺、物价大幅上涨、国内经济活动放缓、税收减少、政府财政收入下降等一系列问题，对埃宏观经济造成不利影响。卡表示，GOEIC是埃进出口政策的执行部门。上述措施刚开始实施，GOEIC会将实施后的效果和影响上报工贸部等部门，相关部门会根据实施后的情况和影响作出政策调整。
