《共同推动认证认可服务“一带一路”建设的愿景与行动》

2000多年前,亚欧大陆上勤劳勇敢的人民开拓出了连接亚欧非几大文明的“丝绸之路”,形成了“和平合作、开放包容、互学互鉴、互利共赢”的丝绸之路精神。从此,丝绸之路开启了便利区域贸易往来,推进沿线经济繁荣的历史时代。

千百年来,丝绸之路精神代代相传,不断增进着各国人民的相互联系和信任。认证认可,作为国际通行的质量管理手段和贸易便利化工具,为全球贸易和各国经济可持续发展发挥了越来越重要的作用。中国坚持开放战略,遵循国际规则,构建了中国特色认证认可体系,全方位参与和推动国际合作互认进程。在中国政府高度重视和社会各方大力推动下,中国认证认可事业蓬勃发展。认证认可已经成为推动中国经济可持续发展的质量基础,成为中国与世界紧密联系、相互信任、共同发展的桥梁纽带。遵循国际通行规则,尊重各方利益诉求,与世界各国共同推动认证认可的优良实践,是中国自身发展的经验,也是面向未来的愿景。

2015年3月,中国政府授权发布《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》,提出了中国和沿线各国共建“一带一路”的合作倡议,明确将认证认可作为合作重点,彰显了认证认可的核心价值,体现了互利共赢的共同需要,为深化沿线国家认证认可合作提供了路径指引。

为了推动“一带一路”沿线国家在认证认可领域开展更大范围、更高水平、更深层次的务实合作,中华人民共和国国家认证认可监督管理局特制定《共同推动认证认可服务“一带一路”建设的愿景与行动》。

一、总体思路

秉持共商、共建、共享的理念,遵循国际通行规则,立足各国国情实际,坚持互信互鉴、合作共赢,在平等协商、兼顾各方利益的基础上,积极推进与“一带一路”建设相适应的认证认可合作互认进程,共同提高技术性贸易措施透明度,共同促进认证认可制度创新发展,共同推动互联互通建设,共同提升贸易自由化便利化水平,共同服务区域经济高质量、可持续发展。

二、基本原则

坚持开放合作。倡议各国政府主管部门、从业机构、合格评定用户、社会公众以及国际性区域性组织广泛参与,推动认证认可国际合作向着更加开放、更加包容、更加互惠方向发展。

坚持互尊互信。尊重各国在认证认可领域标准多元、法规各异现状,尊重各方的自主性选择和差异化需求,在相互沟通、相互协商的基础上增进互信。

坚持互学互鉴。相互学习借鉴各国在认证认可领域的发展成果与管理经验,取长补短,共同发展。

坚持互利共赢。兼顾各方利益诉求,寻求基于各方利益最大公约数的合作途径及互认安排,让合作成果惠及各国企业及人民。

三、合作重点

(一)加强政策沟通和技术交流

加强各国政府主管部门在认证认可政策法规等方面的沟通,以及在相关国际事务中的磋商和协调,增进相互了解和信任,在政策制定和制度安排上相向而行,避免不合理、不必要的障碍。鼓励各国从业机构开展技术交流,共同推动认证认可的优良实践。倡导建立涵盖认证认可各领域的信息交流机制,提升技术性贸易措施透明度,实现沿线国家资源共享。

中方将不断提高合格评定政策的透明度,通过WTO通报机制、对话机制等双多边渠道,让国际社会及时、充分了解中国认证认可政策和工作动态;同时愿与有关各方共同建立认证认可信息共享及快速通报平台,相互通报证书、机构、人员和执法监管信息。

(二)推进认证认可国际互认

加快认证认可双多边互认进程,促进认证认可、检验检测证书国际互认。基于各国差异化现实,积极寻求等效性、一致性的解决途径,共同开展国别制度研究、标准比对、能力验证等活动,推进认可和人员认证的互认,以能力互信促进结果互认;面对新能源、电子商务等新兴产业全球发展态势,以及气候变化、非传统安全等共同关切,加快可再生能源、低碳、跨境电子商务等新领域互认进程;围绕产能合作、基础设施互联互通等现实需要,推动各方在共同感兴趣领域制定认证认可共通标准和一致性程序,最终实现“一个标准、一张证书、区域通行”。

中方积极推动现有双多边互认机制发挥更加积极作用,将采取措施在人员认证、工厂检查、食品卫生注册等领域扩大互认范围;同时愿意与有关各方展开磋商,达成新的双多边互认成果。

(三)提升认证认可服务能力

从各国发展需求出发,共同推动认证认可与产业经济的深度融合,提升认证认可服务经贸发展的能力。共同应对质量安全挑战,推进基于认证认可的供应链安全与便利化合作,确保互供产品质量安全;共同适应产业变革趋势,加强各方在认证认可标准、技术层面的合作,推进认证认可标准和技术规范的更新;共同提升互联互通水平,促进各方在认证认可基础设施上的互援互助,鼓励认可组织提供国际化服务,推动各国质量基础共建共享。

中方愿为沿线国家提供更多的认证认可技术交流培训机会,为各国合格评定能力建设提供力所能及的帮助;同时欢迎有关各方为中国合格评定能力提升发挥更加积极的作用。

(四)促进检验检测认证市场开放

在相互开放、互利共赢的基础上,共同培育开发检验检测认证市场,营造开放透明、公平竞争的市场环境,鼓励各国检验检测认证机构开展市场整合和区域合作,为目标用户提供本土化服务,促进认证认可和检验检测服务贸易。

中方将进一步扩大国内检验检测认证领域的开放,欢迎外资进入中国检验检测认证市场,将为外资在华设立机构提供更多便利;同时愿意与各国共同开发检验检测认证市场,为当地企业提供更加便捷优良的合格评定服务。

四、合作机制

完善多边合作体系。充分发挥现有多边互认体系的积极作用,推动各政府间和非政府国际组织开展认证认可对话,倡导沿线国家积极参与多边合作互认活动,表达合理利益诉求,协调各方立场行动。中方倡议共同举办“一带一路”认证认可国际研讨会,促进沿线国家认证认可领域相互信任和共同发展。

健全双边合作机制。充分发挥现有双边机制作用,建立多层面、多领域的双边合作渠道,推动双边认证认可合作与双边经贸合作同步发展。中方愿与有关国家加强现有双边机制下认证认可合作,落实既有合作成果,共同提出新的合作安排。

加强行业层面和地方层面合作。积极发挥从业机构参与国际合作的积极性,在各种多双边合作安排中充分吸收从业机构参与,支持各国从业机构间合作互认安排。鼓励地方部门参与双多边合作,在整体合作框架下开展对等合作交流,发挥地缘优势促进区域合作发展。

中华人民共和国国家认证认可监督管理局愿携手沿线国家及有关各方,共同继承和发扬丝绸之路精神,积极推动务实合作,促进认证认可领域互信互认,惠及沿线国家、企业、人民。

Vision and Actions on Jointly Promoting Cooperation of Certification and Accreditation in Building Silk Road Economic Belt and 21st-Century Maritime Silk Road

Over 2000 years ago, diligent and courageous people of Eurasia explored and opened up the Silk Road that linked the major civilizations of Asia, Europe and Africa, and formed the Silk Road Spirit – “peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit”, which greatly contributed to the trade and economic prosperity of the countries along the Silk Road.

For thousands of years the Silk Road Spirit has been handed down from generation to generation and constantly enhanced the interaction and trust among the countries along the Silk Road. Certification and accreditation, as the generally used tool of quality management and trade facilitation, plays a more and more important role in the global trade and the sustainable economic development of all nations. Adhering to the opening up strategy and following the international rules, China has built a certification and accreditation system with its own characteristics and participated in international cooperation and mutual recognition in all rounds.

The certification and accreditation sector of China flourished under the support of the Chinese government and with the joint efforts of relevant parties. Certification and accreditation have become the quality infrastructure supporting China’s sustainable development, the bridge of close communication, mutual trust and joint development between China and other parts of the world. Compliance with the international rules, respect of the interests of all parties, and promotion of the good practice of certification and accreditation with other countries are regarded by China as the experience from the past as well as the vision of the future.

In March 2015, the Chinese government authorized the publication of “Vision and Actions on Jointly Building Silk Road Economic Belt and 21 st -Century Maritime Silk Road”, which raised the initiative of cooperation with countries along the Belt and Road. The initiative clearly states that certification and accreditation are among the key cooperation areas, manifesting the importance of certification and accreditation and the common need for mutual benefit and win-win situation. The initiative is our guide for further cooperation among the countries along the Belt and Road in the certification and accreditation area.

Certification and Accreditation Administration of the People’s Republic of China has drafted and published the Vision and Actions on Jointly Promoting Cooperation of Certification and Accreditation in Building Silk Road Economic Belt and 21 st -Century Maritime Silk Road to promote cooperation of certification and accreditation among the countries along the Belt and Road to a higher level and a broader scope.

Ⅰ. Framework

Respecting both international rules and national interests, adhering to the principle of equality and mutual benefit, countries along the Belt and Road need to promote cooperation and mutual recognition of certification and accreditation in pace with the development of the Belt and Road through equal consultation, mutual learning, joint efforts and benefit sharing. We should work together to increase the transparency of technical measures to trade, promote innovative development of certification and accreditation systems, improve the interconnectivity of infrastructures, elevate the level of free trade and contribute to the high-quality and sustainable economic development of the region along the Belt and Road.

Ⅱ. Principles

Open cooperation. The cooperation welcomes participation from all government authorities, conformity assessment bodies and their clients, the public, and international and regional organizations, thus becoming more open, more inclusive and more reciprocal.

Mutual respect and trust. The cooperation will respect the differences of standards and regulations in the certification and accreditation area of the countries along the Belt and Road, and their independent choices and diversified needs. The cooperation seeks to increase mutual trust through communication and negotiation.

Mutual learning. The cooperation will provide the participating countries opportunities to learn from one another of the achievements and management experience in the certification and accreditation area and accomplish common development through this process.

Mutual benefit. The cooperation accommodates the interests of all parties involved, and pursues the cooperation roadmap and recognition arrangements that maximize convergence of interests, for the purpose of benefiting industries and peoples of the countries along the Belt and Road.

Ⅲ. Cooperation Priorities

Policy and technical exchange

The participating countries should enhance communication among their competent authorities on certification and accreditation policies and regulations and strengthen negotiation and coordination in related international affairs so as to increase mutual understanding and trust. We should consider the compatibility with the other countries when setting up our own policies and systems to avoid unnecessary and unreasonable barriers. We should also encourage the conformity assessment bodies from all the participating countries to engage in the technical exchanges and expand good practices of certification and accreditation jointly. China proposes to establish an information exchange mechanism covering all areas of certification and accreditation to improve transparency of technical measures to trade and achieve resource sharing along the Belt and Road.

China will continuously improve its transparency of conformity assessment policies and help the international society to fully and timely understand China’s certification and accreditation policies and progress through WTO notification and other multilateral or bilateral cooperation mechanisms. China is also willing to work with all the parties concerned to establish an information sharing and rapid notification platform in the certification and accreditation area to share information of certificates, conformity assessment bodies, personnel and market surveillance.

Mutual recognition

The participating countries should accelerate the process of bilateral and multilateral recognition of certificates and test reports. We should seek solutions to achieve equivalence and consistency while respecting the existing differences of certification systems of different countries. We should build mutual trust by conducting studies of national certification and accreditation systems, standards comparison and joint proficiency testing, and thus develop mutual recognition of accreditation and personnel certification. Confronted by climate change, untraditional safety threats and other common concerns, we should promote mutual recognition of certification in renewable energies, low carbon, cross-border on-line e-commerce in face of the rapid developing trend in these areas. We should also work together to develop common or equivalent standards and procedures for certification in agreed areas to facilitate production capacity cooperation and infrastructure interconnection. Through these efforts, we will ultimately achieve the goal of “one standard, one certificate, accepted everywhere along the Belt and Road”.

China will utilize the existing bilateral and multilateral mutual recognition mechanisms, and adopt further measures to expand the scope of mutual recognition in personnel certification, factory inspection and food hygiene registration. China is also willing to start negotiations with relevant parties to reach new bilateral and multilateral mutual recognition results.

Capability Improvement

The countries along the Belt and Road, stimulated by our development needs, should promote deeper integration of certification and accreditation with industries, and improve the capacity of certification and accreditation to serve the economic and trade development. We should cope with the challenge of product safety together by further cooperation in certification and accreditation related to the supply chain to guarantee safety of commodities traded among us without compromising facilitation ; we should face the evolution of industry together by enhancing cooperation in standardization and technical development related to certification and accreditation, and accelerating the upgrading of standards and technical regulations; we should also improve the interconnectivity of infrastructures together by strengthening mutual assistance of infrastructure in the certification and accreditation area, encouraging the accreditation organizations to provide international service, and jointly building and sharing quality infrastructure.

China will provide the countries along the Belt and Road with more technical training and personnel exchange opportunities in the certification and accreditation area, and with assistance in conformity assessment capacity building in its power. China also welcomes the other countries to play a more active role in enhancing conformity assessment capability of China.

Market opening.

The participating countries should jointly foster and develop inspection, testing and certificating market on the basis of mutual opening and mutual benefit, cultivate an open, transparent and fair market environment, encourage testing and inspection bodies to carry out market integration and regional cooperation and provide the target clients with localized service, thus bringing the role of certification, accreditation, inspection and testing into full play to promote trade.

China will further expand the openness of the domestic certification, testing and inspection market, welcome foreign investment in these fields, and further facilitate the establishment of foreign invested bodies. China will also exploit the certification, testing and inspection market together with the other countries and provide local enterprises with more convenient and higher quality conformity assessment service.

Ⅳ. Cooperation Mechanism

We should improve multilateral cooperation. We should give full play to the role of the existing multilateral recognition systems, promote communication on certification and accreditation among the inter-governmental and non-governmental organizations,advocate more active participation in multilateral cooperation and recognition activities to express legitimate interests and to coordinate positions and actions of different parties. China proposes to organize a series of certification and accreditation seminars with the countries along the Belt and Road to advance mutual trust and common development.

We should improve bilateral cooperation mechanisms as well. We should take full advantage of the existing bilateral cooperation mechanisms and establish more channels in wider areas and on more levels to keep the cooperation in pace with the development of bilateral trade. China is willing to enhance the existing cooperation with the relevant countries, implement the existing cooperation arrangements and initiate new cooperation programs.

We should enhance cooperation on the sectoral level and regional level. We should fully utilize the initiative of conformity assessment bodies, encourage them to engage in both bilateral and multilateral cooperation, and support their mutual recognition arrangements. We should also encourage regional governments to take part in bilateral and multilateral cooperation under the overall cooperation framework and give full play to the geographic advantages to promote regional cooperation.

Certification and Accreditation Administration of the People’s Republic of China is willing to inherit and pass on the the Silk Road spirit together with the countries along the Belt and Road and the other relevant parties, ready to promote pragmatic cooperation in the field of certification and accreditation for mutual trust and mutual recognition, and committed to the common prosperity of the countries, industries and peoples along the Belt and Road.
